I worked with an attorney who was court appointed to rep a young woman in jail for numerous reasons. We got a call that she got in trouble while in jail for sneaking a cell via her vagina. The call was not from her.
to 2:40, it has nothing to do with a resistor.. a resistor doesn't up 7.4v up to 100,000volts. that's a capacitor. cell phones do use capacitors, but the charge they're using is still neglible.

actually you can it just depends on which side of the resistor you are touching just like a stun gun can run off a 9v battery but still put out 100,000 volts.
how about you're all idiots because you can't shock someone with a phone.. its running at like 12v DC at max.. probably less since the lithium cells have an output of 7.4v i believe.
