  • Totally sounds like Christimas-tree-man (aka Paul) in downtown Springfield. He has many dresses, although often ops for what you described above. He also has a dwarf costume, occasionally walks with methamphetamine-man, and obtains his monicker form his curious habit of dragging a large coniferous limb behind him as he walks in the winter.
